A&S Personnel Assistant

OFFICIAL TITLE: AS Personnel Assistant CODE: 5310 SQ/OQ: Optimal Qualified
WORKING TITLE: A&S Personnel Assistant GRADE: 23 MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, is responsible for handling all aspects of recruiting and hiring process for all Administrative and Supervisory (A&S) positions. Provides a wide variety of information to A&S applicants and screens all A&S applications, prepares Board of Education material for A&S appointments, and prepares statistical information and reports relating to A&S staffing. Prepares correspondence for the signature of the Associate Superintendent, Office of Human Resources and Development, and performs a variety of other responsible administrative work to assist in A&S staffing and other personnel actions, as assigned. Assigned duties and responsibilities involve analytical work and require an incumbent to work independently and use considerable judgment.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Working knowledge of the principles, practices and techniques generally relevant to human resources administration; considerable knowledge of the MCPS organization and A&S policies, procedures and regulations. Working knowledge of statistics and administrative classifications. Ability to objectively analyze and recommend a variety of personnel actions. Ability to work effectively with A&S applicants, administrators, executive staff and others. Excellent oral and written communication and interpersonal skills. Knowledge of and the ability to meet the seven core competencies of the Supporting Services Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required. College course work in business, public or personnel administration, psychology, or a related field, and experience in various phases of public personnel administration. Experience using various database spreadsheets, and producing reports. Other combinations of applicable education, training and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Requires frequent overtime during peak season. Limited use of leave during the spring and summer months.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Manages the review and processing of A&S resumes, places advertisements for vacancies, schedules interviews; originates draft papers in preparation of Board material; and supervises the preparation of Board materials for A&S appointments.

2. Provides a wide variety of information on A&S vacancies to applicants.

3. Monitors budget position authorizations; prepares employment vacancy and status reports; reviews monthly discrepancy reports; maintains position control; maintains accurate A&S personnel database and files.

4. Participates in data development and preparation of special departmental projects such as balanced staffing reports and preparation and review of Board and Executive Staff material.

5. Manages elementary and secondary school based promotion pools.

6. Develops and maintains timelines to fill A&S vacancies.

7. Prepares position vacancy lists and advertisements for the MCPS Bulletin, websites, newspapers and journals.

8. Coordinates assessment process, credentials review, interview panels, writing assessments and interview schedules.

9. Participates in the preparation or revision of policies and regulations, and in the evaluation and revision of forms and procedures pertaining to varied personnel functions.

10. Composes and edits correspondence pertaining to area of responsibility.

11. Collects and maintains statistical information relevant to administrative staffing.

12. Serves as resource to the associate superintendent, human resources and to the EEOC Office and attorneys regarding claims of discrimination, providing files and statistics.

13. Supervises and evaluates the work planning, assignments and performance of the clerical staff as designated.

14. Handles processing of salary, certification and benefits for new administrative hires.

15. Performs a variety of related work as required.
