2010-2011 School Year

New Policies and Regulations

DIA-RD Accounts Receivable

On October 28, 2010, the superintendent approved a new Regulation DIA-RDAccounts Receivable. This new regulation has been created to publish guidelines for strong fiscal management in the administration of credit to Montgomery County Public Schools customers, for tracking of accounts receivable, and for removal of uncollectible items when collection efforts have been exhausted or deemed not to be cost effective.


DIG Operating Fund Investments

On May 10, 2010, the Board adopted Policy DIG (formerly GIJ), Operating Fund Investments. This policy has been reindexed, so that it is adjacent to closely related policies in the policy handbook.

Revised Policies and Regulations

ABC Parent and Family Involvement

On July 26, 2010, the Board adopted the updated Policy ABCParent and Family Involvement. This policy sets forth the guidelines for encouraging parent and family involvement in the school community to support children's education, healthy development, and well-being. The policy also promotes meaningful family-school partnerships as an essential component to students' academic success.


ABC-RA Parent and Family Involvement

On September 3, 2010, the superintendent approved Regulation ABC-RAParent and Family Involvement. This regulation was revised to reflect current research and practices to promote parent and family involvement and to align with the newly updated Policy ABC, Parent and Family Involvement.


CFB-RA Public Charter Schools

On January 14, 2011, the superintendent approved Regulation CFB-RAPublic Charter Schools. This regulation establishes criteria for the evaluation of proposals for public charter schools, the principles guiding the negotiation and contracting process, and assignment of responsibility for oversight of approved public charter schools.


CGA-RA Summer School Program

On April 25, 2011, the superintendent approved Regulation CGA-RASummer School Program. This regulation was revised to align with current practice and consolidate into one regulation essential language from Regulation CGA-RB, Elementary Summer School Sessions and Regulation CGA-RC, Secondary Summer School Sessions, both of which have been rescinded.


CHA-RA Developing and Publishing Regulations

On May 5, 2011, the superintendent approved Regulation CHA-RADeveloping and Publishing Regulations. The regulation was revised to acknowledge that state or federal law always supersedes Montgomery County Public Schools (MCPS) regulations. It also provides for those occasions when a state or federal action renders a provision of an MCPS regulation out of compliance and modifications are required to bring a regulation into compliance.


DJA-RB Purchases of Materials and Equipment Using Nonappropriated Funds and Acceptance of Donated Items

On December 15, 2010, the superintendent approved Regulation DJA-RBPurchases of Materials and Equipment Using Nonappropriated Funds and Acceptance of Donated Items. This regulation was revised to update offices and directory information.


FFA-RA Naming School Facilities

On October 14, 2010, the superintendent approved Regulation FFA-RANaming School Facilities. This regulation was updated to reflect a change in title and process for naming a school facility. Most particularly, it states that no school or portion of a school may be named after a person currently employed by Montgomery County Public Schools.


FKB Sustaining and Modernizing Montgomery County Public Schools (MCPS) Facilities

On December 7, 2010, the Board adopted the updated Policy FKBSustaining and Modernizing Montgomery County Public Schools (MCPS) Facilities. This policy sets forth guidelines to establish a systematic approach for replacement of building systems and facilities for Montgomery County Public Schools.


GHD-RA Wages and Salaries for Supporting Services Employees

On July 30, 2010, the superintendent approved Regulation GHD-RAWages and Salaries for Supporting Services Employees. This regulation was revised to reflect technical and non-substantive changes.


GJD-RA Promotion, Demotion, Resignation, and Retirement of Supporting Services Employees

On October 28, 2010, the superintendent approved Regulation GJD-RAPromotion, Demotion, Resignation, and Retirement of Supporting Services Employees. This regulation was updated to reflect current practice and to align with the Services Employees International Union (SEIU).


IED Framework and Structure of High School Education

On December 7, 2010, the Board adopted the updated Policy IEDFramework and Structure of High School Education. This policy affirms the Montgomery County Board of Education's commitment to high expectations for student achievement for all students and provides an environment supportive of the academic, social, emotional, and physical development of adolescents and young adults. The policy also sets forth guidelines to the staff and community for the organization of high schools and the delivery of engaging instructional programs that prepare all students to complete high school equipped for success in postsecondary education and the world of work.


IQD Academic Eligibility for Extracurricular Activities

On May 10, 2010, the Board adopted Policy IQDAcademic Eligibility for Extracurricular Activities. This policy has been updated to align references to stipend-compensated activities with language used in negotiated agreements, and align references to reporting categories with language used in the Annual Report.


ITA-RA School Library Media Programs

On November 19, 2010, the superintendent approved Regulation ITA-RASchool Library Media Programs (formerly EDA-RA). This regulation was updated to reflect Montgomery County Public School's strategies for meeting Maryland State Department of Education standards for information and technology literacy through School Library Media programs.


JEA-RC Enrollment and Placement of International and Foreign Students

On April 19, 2011, the superintendent approved Regulation JEA-RCEnrollment and Placement of International and Foreign Students. This regulation was revised to reflect office changes and to align with updated procedures for enrolling and placing exchange, foreign, and international students in a Montgomery county public school.


JED Residency, Tuition, and Enrollment

On May 10, 2010, the Board adopted Policy JEDResidency, Tuition, and Enrollment. This policy has been updated to clarify terminology relevant to qualified students, nonresident students, and exchange students, and to update directory information with respect to the responsible office.


JEE-RA Transfer of Students

On November 20, 2010, the superintendent approved Regulation JEE-RATransfer of Students. This regulation was revised to update offices and to reflect current practice.


JHB-RA Illnesses or Injuries that Limit Participation in General Physical Education Classes

On April 11, 2011, the superintendent approved Regulation JHB-RAIllnesses or Injuries that Limit Participation in General Physical Education Classes. This regulation was revised to be in compliance with Maryland State Department of Education regulations regarding graduation requirements. Updated guidance dictates that there is no ability to waive the physical education credit requirement. The revised regulation clarifies the conditions under which a student may be excused temporarily.

Rescinded Policies and Regulations

CGA-RB Elementary Summer School Sessions

On April 25, 2011, the superintendent approved the rescission of Regulation CGA-RB, Elementary Summer School Sessions. The information has been incorporated into Regulation CGA-RASummer School Program.


CGA-RC Secondary Summer School Sessions

On April 25, 2011, the superintendent approved the rescission of Regulation CGA-RC, Secondary Summer School Sessions. The information has been incorporated into Regulation CGA-RASummer School Program.


CGB-RA The Evening High School Program

On March 9, 2011, the superintendent approved the rescission of Regulation CGB-RA, The Evening High School Program. This regulation describes a program that is no longer in operation.


IGA High School Courses

ISA High School Graduation Requirements and Waiver of Four-Year Enrollment Requirement for Graduation

On December 7, 2010, the Board rescinded Policy IGA, High School Courses and Policy ISA, High School Graduation Requirements and Waiver of Four-Year Enrollment Requirement for Graduation. Language from both policies has been incorporated into Policy IED, Framework and Structure of High School Education.
