ACA Nondiscrimination, Equity, and Cultural Proficiency
On June 26, 2017, the Board of Education adopted revised Board Policy ACA, Human Relations, and renamed the policy Nondiscrimination, Equity, and Cultural Proficiency. This policy reaffirms the Board's desire to create an educational community guided by its five core values—Learning, Relationships, Respect, Excellence, and Equity—that is deeply committed to ensuring that all students are supported to succeed and all staff members are empowered to do their best work, and does not tolerate discrimination of any kind.

IEB Middle School Education
On June 26, 2017, the Board of Education approved technical amendments to Board Policy IEB, Middle School Education.
IED Framework and Structure of High School Education
On June 26, 2017, the Board of Education approved technical amendments to Board Policy IED, Framework and Structure of High School Education.
IGN Preventing Alcohol, Tobacco, and Other Drug Abuse in Montgomery County Public Schools
On June 26, 2017, the Board of Education adopted revised Board Policy IGN, Preventing Alcohol, Tobacco, and Other Drug Abuse in Montgomery County Public Schools. As required by Maryland law, (MD HB1082 Heroin and Opioid Education and Community Action Act of 2017, also known as the “Start Talking Maryland Act,” which passed during the 2017 legislative session, and took effect July 1, 2017) the superintendent of schools established procedures to provide emergency medical care to any student, or other person located on MCPS school property, who is reasonably believed to be experiencing an opioid overdose.
JEB Early Entrance to Prekindergarten, Kindergarten, and First Grade
On June 26, 2017, the Board of Education approved technical amendments to Board Policy JEB, Early Entrance to Prekindergarten, Kindergarten, and First Grade.
JEE Student Transfers
On March 17, 2017, the Board of Education adopted revised Board Policy JEE, Student Transfers. This policy reaffirms the Board’s commitment to set forth guidance for the limited circumstances under which students may be granted a transfer, referred to as a Change of School Assignment to attend a school other than their home school or the school assigned in accordance with their Individualized Education Program. Among the revisions to the policy is an update to the lottery system for enrollment in language immersion programs.
JHF Bullying, Harassment, or Intimidation
On November 15, 2016, the Board of Education amended Board Policy JHF, Bullying, Harassment, or Intimidation. This policy has been revised to align with the Maryland State Department of Education July 2016 update to Maryland's Model Policy to Address Bullying, Harassment, or Intimidation, by expanding their definition of electronic communications to include social media communications. Their updated policy also provides a definition of cyberbullying. On June 26, 2017, the Board of Education approved technical amendments to Board Policy JHF.
ABA-RB School Visitors
On March 6, 2017, the superintendent of schools approved Regulation ABA-RB, School Visitors. This regulation was revised to set forth a provision governing the use of audio recording of meetings for Individualized Education Programs, in order to comply with guidance from the Maryland State Department of Education. Additional revisions clarify the procedures for visits or tours by individuals or groups. Principals and designated school staff will continue to follow existing procedures in the regulation to arrange and monitor visits by parents/guardians of current or prospective students. However, revisions to the regulation set forth a more systemic and strategic process for arranging visits and tours to schools and offices in Montgomery County Public Schools by outside agencies and other interested parties. The new process creates a structure for scheduling and managing group tours and visits, minimizes disruption to instruction and operations of schools and offices, and provides clarity of expectations for visits and tours (ensuring open communication to all staff involved in the event).
COG-RA Personal Mobile Devices
On June 28, 2017, the superintendent of schools approved revised and renamed Regulation COG-RA, Personal Mobile Devices, to establish procedures for possession and use of personal mobile devices by students who are on MCPS property or engaged in MCPS-sponsored activities.
GJB-RB Tenure of Teachers
On January 24, 2017, the superintendent of schools approved revised Regulation GJB-RB, Tenure of Teachers, to align with the current Annotated Code of Maryland, Education Article, §6-202(b)(1) with respect to the tenure of teachers.
IKA-RA Grading and Reporting
On June 28, 2017, the superintendent of schools approved revised Regulation IKA-RA, Grading and Reporting, to align kindergarten reporting practices with those of Grades 1-5. In addition, revisions implement a recent change in Maryland law requiring an individualized education program team to obtain written consent from a parent if the team proposes to enroll a student in an alternative education program that does not issue or provide credits toward a Maryland high school diploma, or identify the child for the alternative education assessment aligned with the State’s alternative curriculum.
IOE-RB Interim Instructional Services
On December 13, 2016, the superintendent of schools approved non-substantive revisions to Regulation IOE-RB, Interim Instructional Services, to update references to forms currently in use. The application process continues to require a statement from an authorized health provider, and the form previously used has been divided into two forms, one for qualified physical health conditions, and a different form for qualified mental health conditions.
JEC-RA Student Withdrawal from Classes and School
On June 19, 2017, the superintendent of schools approved revised Regulation JEC-RA, Student Withdrawal from Classes and School, to reflect Phase Two of a 2012 Maryland law which will raise the compulsory age of attendance for students from 17 to 18 on July 1, 2017. Phase One of the law, which was effective July 1, 2015, raised the compulsory age of attendance from 16 to 17.
JEG-RA Home Instruction
On June 29, 2017, the superintendent of schools approved revised and renamed Regulation JEG-RA, Home Instruction, in order to comply with, and coincide with, the revised compulsory age of school attendance requirement that goes into effect July 1, 2017; and to align with updated options in state law for students receiving home instruction to provide a report card or transcript from an accredited or unaccredited college in lieu of a portfolio of materials.
JFA-RA Student Rights and Responsibilities
On September 27, 2016, the superintendent of schools approved Regulation JFA-RA, Student Rights and Responsibilities. This regulation was revised to align with new Maryland law, Senate Bill 764, Education-Student Journalists-Freedom of Speech and Freedom of the Press, and includes additional rights and responsibilities for sponsors, adds language regarding the administrator's burden of justification for exercising prior restraint without undue delay, and provides a clarified timeline. The law encourages student reporters and editors to perform responsibly in their roles as scholastic journalists and encourages in-school media to model the principles of the First Amendment in their schools.
JPG-RA Wellness: Physical and Nutritional Health
On June 29, 2017, the superintendent of schools approved Regulation JPG-RA, Wellness: Physical and Nutritional Health. This regulation was revised to comply with the United States Department of Agriculture (USDA) Local School Wellness Policy Implementation Under the Healthy, Hunger-Free Kids Act of 2010, Final Rule, and a related directive from the Maryland State Department of Education (MSDE).
ACB Nondiscrimination
On June 26, 2017, the Board of Education rescinded Policy ACB, Nondiscrimination, with the adoption of revised and renamed Board Policy ACA, Nondiscrimination, Equity, and Cultural Proficiency. Tenets of Policy ACB were incorporated into revised Policy ACA.
ACE Gender Equity
On June 26, 2017, the Board of Education rescinded Policy ACE, Gender Equity, with the adoption of revised and renamed Board Policy ACA, Nondiscrimination, Equity, and Cultural Proficiency. Tenets of Policy ACE were incorporated into revised Policy ACA.
GBA Workforce Diversity
On June 26, 2017, the Board of Education rescinded Policy GBA, Workforce Diversity, with the adoption of revised and renamed Board Policy ACA, Nondiscrimination, Equity, and Cultural Proficiency. Tenets of Policy GBA were incorporated into revised Policy ACA.
GMA Human Relations Training of MCPS Staff
On June 26, 2017, the Board of Education rescinded Policy GMA, Human Relations Training of MCPS Staff, with the adoption of revised and renamed Board Policy ACA, Nondiscrimination, Equity, and Cultural Proficiency. Tenets of Policy GMA were incorporated into revised Policy ACA.
