The goal of the EML program is to help emergent multilingual learners to learn enough English to function linguistically and culturally in the Montgomery County Public Schools and in the mainstream of American society.

The MCPS Elementary EML curriculum is based on Maryland English Language Proficiency (ELP) Standards for EML instruction. The ELP standards describe expected performance levels for EML students from beginning to advanced language proficiency levels.
