The mission of the Department of Labor Relations is to foster a shared responsibility and collaborative partnership with our employees and employee associations. We further this mission by nurturing a respectful organizational culture, working together for continuous improvement, providing effective communication, and ensuring appropriate involvement in the decision-making process. Achieving this mission allows MCPS administrators, teachers, and support staff to focus on ensuring all students thrive and achieve at the highest standards.

Time Impact Statements
Article 16 of the negotiated agreement between Montgomery County Public Schools (MCPS) and the Montgomery County Education Associations (MCEA) agree that change is a sometimes necessary aspect of continuous improvement. Recognizing that time is an essential resource, MCPS and MCEA have both committed to using Time Impact Statements in the planning process for new initiative. Moreover, MCPS and MCEA acknowledge that Time Impact Statements are assessments of the additional time, or range of time, estimated for unit members to properly implement proposed initiatives. To the extent feasible, Time Impact Statements will identify and assess the time necessary, and by whom, in order to prepare for and implement such initiatives. It is recognized that in some instances the change will involve using existing time and resources in a different way rather than simply adding time or resources. Collaboration with the other two employee organizations also is important to develop impact statements that will identify and assess the impact of proposed decisions on staff time, resources needed, and processes in schools and offices to implement the changes. As a result, Time Impact Statements will developed, as appropriate, for budgeted initiatives associated with the following areas:
- Administrative Regulation changes or new Regulations
- New assessments
- New curriculum
- New technology
- New system-mandated instructional and/or classroom practices
